Citizenship System

The Citizenship System in UO Sagas is a progression-based mechanism designed to reward long-term engagement through structured milestones, titles, and benefits. Players advance through this system by accumulating points from tasks across PvM, Crafting, Gathering, and PvP environments.

The journey begins with the title of “Arrival” and progresses through multiple tiers, each with increasing requirements and rewards.


Getting Started

There are currently two towns that participate in the citizenship system, Westwend and Volaria. To get started we're going to do the following:

  1. Venture to one of the towns, find the registrar, and register as a citizen of the town.
  2. Find a quest giver.
  3. Accept a quest.

Town Registrars

To begin your journey through the Citizenship System, you must first register with a town's registrar. This binds your ACCOUNT to the town. Town registrars are the key points of contact for any citizen who wishes to contribute to town development and participate in town challenges. They also manage voting, display bonuses, and transact point rewards.

Westwend Registrar
Located in the bustling center of Westwend to the south east of the town lake.
Volaria Registrar
Located in the north west corner of the town up in the mountain keep.

Double clicking on the registar or selecting “Join Town” on their context menu will open a gump.

Selecting okay will accept you into the town's citizenship program.

Quest Givers

Quest givers can be found around town. The secretary in the same location as the registrar will award PvM quests, and the townspeople will award crafting and gathering quests.

Quest givers can be identified by the yellow exclamation mark over their head. Double clicking on them or selecting “Citizen Quest” on their context menu will open a quest gump.

The quest gump provides options at the top for selecting daily, weekly, bi-weekly, or monthly quests. At the bottom you will see arrows allowing you to page through the available quests, and when you find one you want to accept, a red gem is available to click on to do so.

Make note of the task. If the task says in the wilds, the region will be anywhere. If it says in a dungeon, the region will be in any dungeon.

After accepting the quest you can view your progress from either the Citizen Information gump from the town registrar, or by selecting “Quests” on your character's paperdoll.

From this screen you can double check the region where this quest is, the current progress, and the time remaining.

Congratulations, you're on your way to becoming the Duke of the Town.


Titles, Point Requirements, and Rewards

Title Points Required Reward
Arrival 0 Grants the ablility to participate in daily quests.
Resident 250 Grants one vote in the weekly town bonus rolls.
Citizen 500 Grants the ablility to participate in weekly quests.
Elder 1.000 Grants an additional vote for the town bonus rolls.
Patrician 3.000 Grants the ablility to participate in bi-weekly quests.
Baron 8.000 Grants the ablility to participate in monthly quests.
Marquis 20.000 Grants access to the ventor spots in the market hall.
Duke 50.000 Allows a player to place a house in the town's outskirts.

Upon reaching the required points for each rank, the player is granted the corresponding title and benefits.


Points Accumulation

Players earn points through a variety of activities. Activities can include:

  • Crafting Quests: These quests are based on crafting play for skills like Tinkering or Inscription.
  • Gathering Quests: These quests are based on gathering play for skills like Mining or Skinning.
  • PvM Quests: These quests are based on PvM play, like hunting monsters in dungeons or overland.
  • PvP Actions: These points are attributed for hunting down and slaying enemy faction members.

These activities are also available in a range of refresh rates. Quest refresh rates:

  • Daily Quests: These quests refresh daily and offer a 24 hour window to accomplish.
  • Weekly Quests: These quests refresh weekly and offer a 7 day window to accomplish.
  • Biweekly Quests: These quests refresh weekly and offer a 14 day window to accomplish.
  • Monthly Quests: These quests refresh weekly and offer a 30 day window to accomplish.

The refresh rates ensure that points remain balanced over time while motivating players to maintain a steady level of engagement.


Rank-Up and Slot Mechanics

Questor rank slots are critical for faster progression, allowing players to exponentially increase their reward points. As players accumulate points, they can spend them on the “Level up Questor Rank” reward to earn additional slots, which increase the quantity of quests that you can accept per refresh.

For example:

  • At questor rank 1 with a Citizen title, you can do 1 daily quest and 1 weekly quest.
  • At questor rank 2 with a Citizen title, you can do 2 daily quests and 2 weekly quests.
  • At questor rank 3 with a Citizen title, you can do 3 daily quests and 3 weekly quests.

At this time rank 3 is the maximum questor rank available.


Bonuses

The Citizenship System provides town-based bonuses that reward players with various enhancements. These bonuses depend on town achievements, player engagement, and community votes.

The bonuses are chosen at random by the citizenship system.

The bonuses apply per level and can impact different aspects of gameplay, as outlined below:

Luck Bonus 10% increase

These bonuses re-roll on a weekly basis.

Bonus Variations and Mechanics

Town bonuses are influenced by the voting system within each town, with three key variations:

  • Number of Bonuses:
    1. Towns have a default of 5 base bonuses.
    2. Additional bonuses are granted based on category wins during town challenges (viewable in the citizen info gump).
    3. Each category win provides +1 bonus, up to a maximum of 8 bonuses (5 base + 3 for winning all categories).
  • Bonus Selection:
    1. The 5 base bonuses are fixed, with the specific locations or skills they apply to being randomly rolled.
    2. Any additional bonuses come from a broader pool of potential benefits.
  • Bonus Strength:
    1. The power of each bonus depends on the voting results:

  • Example:
    1. If “Misc” category receives the most votes, and luck is randomly selected from that category the final bonus value would be: 3 × 10% = 30% increase in luck.
