The Citizenship System in UO Sagas is a progression-based mechanism designed to reward long-term engagement through structured milestones, titles, and benefits. Players advance through this system by accumulating points from tasks across PvM, Crafting, Gathering, and PvP environments.
The journey begins with the title of “Arrival” and progresses through multiple tiers, each with increasing requirements and rewards.
There are currently two towns that participate in the citizenship system, Westwend and Volaria. To get started we're going to do the following:
To begin your journey through the Citizenship System, you must first register with a town's registrar. This binds your ACCOUNT to the town. Town registrars are the key points of contact for any citizen who wishes to contribute to town development and participate in town challenges. They also manage voting, display bonuses, and transact point rewards.
Double clicking on the registar or selecting “Join Town” on their context menu will open a gump.
Selecting okay will accept you into the town's citizenship program.
Quest givers can be found around town. The secretary in the same location as the registrar will award PvM quests, and the townspeople will award crafting and gathering quests.
Quest givers can be identified by the yellow exclamation mark over their head. Double clicking on them or selecting “Citizen Quest” on their context menu will open a quest gump.
The quest gump provides options at the top for selecting daily, weekly, bi-weekly, or monthly quests. At the bottom you will see arrows allowing you to page through the available quests, and when you find one you want to accept, a red gem is available to click on to do so.
Make note of the task. If the task says in the wilds, the region will be anywhere. If it says in a dungeon, the region will be in any dungeon.

After accepting the quest you can view your progress from either the Citizen Information gump from the town registrar, or by selecting “Quests” on your character's paperdoll.
From this screen you can double check the region where this quest is, the current progress, and the time remaining.

The refresh rates ensure that points remain balanced over time while motivating players to maintain a steady level of engagement.
Questor rank slots are critical for faster progression, allowing players to exponentially increase their reward points. As players accumulate points, they can spend them on the “Level up Questor Rank” reward to earn additional slots, which increase the quantity of quests that you can accept per refresh.

The Citizenship System provides town-based bonuses that reward players with various enhancements. These bonuses depend on town achievements, player engagement, and community votes.
The bonuses are chosen at random by the citizenship system.
