When a shield is being worn, there is a chance that potential damage to the shield and armor will not be taken into account.
Melee damage taken within the last 30 minutes will be counted.
Based on that counter, a “charge level” on the shield will be implied:

The current total damage as well as the charge level will be shown in the shield's tooltips.
Like in Magical Retaliation with Grimoires, The progress is bound to the specific shield.
The Retaliation perk increases melee damage based on that charge level.
Damage Bonus: 12.5% * level * (charge level / 10)
80.0 Parrying allows your character to cast spells without dropping the shield.
This perk only make sense in combination with Physical Retaliation.
Use the shield and its charge level to deliver a strike with the shield and cause melee damage.
A shield strike can be triggered by doubleclicking the equipped shield.
Reflect a portion of all the melee damage you take back to the aggressor for a limited amount of time.
